Turning Opportunities into Executable Projects

Major projects are shaped long before construction begins. Decisions concerning capacity, technology, site configuration, infrastructure, permitting, capital requirements and delivery strategy can determine whether an opportunity ultimately becomes a successful investment. Argan Int. Group of Companies supports clients through this critical development period, bringing together engineering, commercial, procurement and execution perspectives to establish a practical basis for advancing projects toward investment and delivery.

Our role is to progressively transform an initial opportunity into a clearly defined project — one with an understood technical concept, realistic capital requirements, identified development risks and a credible execution pathway. Because our development capability is connected to EPC delivery, procurement, operations and project finance, decisions made at the front end can be tested against the realities of equipment markets, construction, schedule, operating requirements and funding expectations.

Better Projects Begin with Better Early Decisions

The greatest opportunity to influence project outcome often exists before major capital has been committed. During development, fundamental decisions are made concerning what should be built, where it should be located, which technology and configuration should be selected, how supporting infrastructure will be provided and how the project can ultimately be executed.

Argan Int. helps clients structure these decisions through a disciplined development process that progressively increases project definition while reducing uncertainty. Technical alternatives are considered alongside capital cost, procurement conditions, constructability, schedule, permitting, site constraints, operating requirements and commercial objectives. This prevents individual decisions from being made without understanding their consequences elsewhere in the project.

The objective is not to engineer the entire facility prematurely. It is to develop enough reliable information at each stage to support the next investment decision — creating a stronger foundation for management approval, financing, detailed engineering, procurement and eventual project execution.

Our Project Development Capabilities

Eight Integrated Capabilities

Opportunity & Feasibility Development

Every successful development begins with a clear understanding of the opportunity and the conditions required to make it viable.

Argan Int. supports early-stage evaluation of project objectives, capacity requirements, technical alternatives, site conditions, infrastructure needs, preliminary capital requirements and potential execution constraints.

Feasibility work is structured around the decisions the owner needs to make. Rather than developing unnecessary detail too early, the objective is to identify the fundamental technical and commercial parameters that determine whether further investment in development is justified.

Alternative concepts can be compared against criteria such as technical suitability, capacity, efficiency, site requirements, infrastructure availability, implementation complexity, capital intensity and future operating considerations. Major assumptions, dependencies and development risks are identified so they can be resolved or incorporated into subsequent planning.

Key Capabilities

  • Opportunity definition
  • Feasibility studies
  • Technical option screening
  • Capacity and configuration assessment
  • Preliminary site evaluation
  • Infrastructure requirements
  • Initial capital-cost assessment
  • Development-risk identification
  • Project development roadmap

Concept Development & Project Definition

Once feasibility has been established, the project must progress from an investment idea toward a defined technical configuration.

Argan Int. supports concept development by establishing the principal systems, facilities, equipment requirements, site arrangements, infrastructure interfaces and operating philosophy necessary to define the project at an appropriate level.

Alternative configurations can be evaluated to determine the solution that provides the strongest balance between technical performance, capital requirements, constructability, schedule, maintainability and long-term operating objectives. Project definition also establishes the boundaries between major packages and systems, helping identify interfaces that must be managed during subsequent engineering and execution.

The resulting concept becomes the technical foundation for further engineering, cost development, permitting, procurement planning and execution strategy.

Key Capabilities

  • Conceptual engineering
  • Project configuration development
  • Design-basis development
  • System and facility definition
  • Technology integration
  • Preliminary layouts
  • Major equipment definition
  • Utility and infrastructure requirements
  • Project boundary and interface definition

Technology & Equipment Strategy

Technology selection can influence project performance, capital cost, schedule, operating requirements and long-term competitiveness for decades.

Argan Int. supports clients in evaluating technologies and major equipment strategies against the specific requirements of the project rather than considering technical performance in isolation. Assessment can address technology maturity, performance, efficiency, capacity, operating flexibility, equipment availability, supplier capability, maintainability, infrastructure requirements, delivery schedules and lifecycle considerations.

Where proprietary technologies or major OEM packages are required, early engagement can help establish technical requirements and identify interfaces before the project reaches detailed execution. The procurement implications of technology selection are also considered — a technically attractive solution may introduce unacceptable lead times, supply-chain concentration, logistics constraints or integration requirements if these issues are identified too late.

Connecting engineering evaluation with procurement and construction experience allows Argan Int. to help clients select solutions that are not only technically appropriate but also commercially realistic and executable.

Key Capabilities

  • Technology evaluation
  • Technology-provider coordination
  • Major equipment strategy
  • OEM engagement
  • Technical comparison
  • Performance evaluation
  • Equipment availability review
  • Procurement-market assessment
  • Technology and system interface definition

Site, Infrastructure & Interface Development

A technically viable facility can still fail as a project if the surrounding infrastructure has not been properly considered.

Argan Int. evaluates the site and external interfaces required to support construction and long-term operation. Depending on the project, these may include land and access, electrical connection, water supply, drainage, wastewater, roads, ports, telecommunications, fuel or feedstock connections, product export systems and other supporting infrastructure.

Site development also considers topography, geotechnical conditions, construction access, logistics, available utilities, environmental constraints and interfaces with existing facilities or third-party infrastructure. These requirements are incorporated into project definition so their cost, schedule and permitting implications are understood before execution.

Particular attention is given to interfaces outside the direct control of the EPC scope. Utility providers, authorities, infrastructure owners and other stakeholders may have requirements that materially affect the project schedule. Early identification and management of these dependencies helps prevent the main facility from advancing ahead of the infrastructure required to make it operational.

Key Capabilities

  • Site assessment
  • Infrastructure requirements
  • Utility-interface development
  • Grid and external connection coordination
  • Access and logistics assessment
  • Existing-facility interfaces
  • Third-party interface identification
  • Site-development requirements
  • Infrastructure implementation planning

Front-End Engineering & Design Development

As a project advances, conceptual decisions must be developed into sufficient technical definition to support cost certainty, procurement planning, approvals and the transition toward execution.

Argan Int. can coordinate front-end engineering and design-development activities appropriate to the project stage and delivery strategy. The work may establish design criteria, process and system requirements, equipment specifications, layouts, engineering philosophies, preliminary quantities, major interfaces and other information necessary to increase project definition.

Front-end engineering is developed with execution in mind. Constructability, equipment availability, procurement lead times, logistics, site conditions and commissioning requirements are considered alongside technical design so that the resulting project basis can support realistic implementation.

The objective is therefore not simply to produce additional engineering documentation. It is to progressively reduce technical uncertainty and establish a controlled basis from which detailed engineering, procurement and construction can proceed.

Key Capabilities

  • Front-end engineering
  • Design criteria and philosophies
  • Preliminary engineering
  • Equipment specifications
  • Layout development
  • System definition
  • Engineering deliverables
  • Constructability input
  • Technical scope development
  • Basis for EPC execution

Cost, Schedule & Commercial Definition

A project cannot be properly evaluated without a realistic understanding of what it will cost, how long it will take and which assumptions could materially change either outcome.

Argan Int. develops capital-cost and schedule information progressively as project definition improves. Cost development can incorporate major equipment, bulk materials, construction, logistics, indirect costs and other project requirements at a level appropriate to the stage of development. Procurement intelligence and market information can be introduced where available to strengthen the basis of the estimate.

Project schedules identify the sequence and duration of engineering, approvals, procurement, manufacturing, construction, commissioning and other major activities. Long-lead equipment, infrastructure dependencies and external interfaces are considered because they can determine the actual delivery timeframe.

Commercial definition also helps establish scope boundaries, contracting considerations and allocation of major project responsibilities — providing a more credible understanding of capital requirements and execution duration before the owner proceeds toward major investment commitments.

Key Capabilities

  • Capital-cost development
  • Preliminary project scheduling
  • Long-lead assessment
  • Procurement input to estimates
  • Construction-cost considerations
  • Project cash-flow inputs
  • Scope and responsibility definition
  • Commercial assumptions
  • Cost and schedule risk identification

Permitting & Development Coordination

Engineering alone does not make a project executable. Major developments must progress through regulatory, permitting, land, utility and stakeholder processes that can materially influence both configuration and schedule.

Argan Int. supports clients in identifying these requirements and integrating them into the overall development program. The precise approvals remain project- and jurisdiction-specific, and specialist environmental, legal or regulatory advisers may be required. Our role is to ensure that permitting and external requirements are recognized within the technical and execution strategy rather than treated as activities disconnected from project development.

Information required for applications can be coordinated with engineering development, while approval milestones and external dependencies are incorporated into the project schedule. Where authorities or infrastructure providers impose technical requirements, these can be reflected in project definition before later design stages.

This integrated approach helps establish a more realistic development pathway and reduces the risk of engineering progressing on assumptions that later conflict with permitting, infrastructure or stakeholder requirements.

Key Capabilities

  • Permitting-requirement identification
  • Approval roadmap development
  • Technical support for permitting
  • Authority-interface coordination
  • Utility-provider coordination
  • External stakeholder interfaces
  • Development schedule integration
  • Approval-dependency management

Execution & Contracting Strategy

A technically defined project still requires a clear strategy for turning that definition into a completed asset.

Argan Int. supports clients in developing execution strategies that consider project scale, location, technical complexity, market conditions, available contractors, procurement requirements, interface risk and the owner's preferred allocation of responsibility.

Alternative contracting and packaging approaches can be evaluated to determine how engineering, equipment supply, construction and specialist packages should be structured and coordinated. The strategy may consider integrated EPC delivery, multiple contract packages or other project-specific arrangements depending on commercial and execution requirements. Construction methodology, logistics, temporary facilities, labor availability, major lifting, site access and sequencing can also influence the preferred approach.

By developing execution strategy during the project-development stage, owners can understand how contracting decisions affect cost, schedule, interfaces and risk before entering the market — resulting in a clearer route from project definition to procurement and construction.

Key Capabilities

  • Project execution strategy
  • Contracting strategy
  • Packaging strategy
  • Procurement strategy
  • Constructability planning
  • Construction methodology
  • Logistics strategy
  • Interface allocation
  • EPC readiness assessment

The Difference Between a Study and a Deliverable Project

Project development can become disconnected from execution when studies are prepared without sufficient consideration of equipment markets, construction conditions, contracting strategy or the practical realities of delivering the asset. Argan Int. brings an execution perspective into development from the beginning.

Engineering concepts can be tested against procurement availability. Equipment strategies can be considered against manufacturing lead times. Site layouts can reflect construction methodology and logistics. Capital estimates can draw on sourcing and execution knowledge. Operating requirements can influence equipment selection and maintainability.

This does not mean forcing every development into an Argan Int. EPC contract. It means developing the project with an understanding of what will ultimately be required to build it. That distinction strengthens project definition and gives clients a more practical basis for investment decisions, procurement strategy, financing discussions and subsequent project execution.

How We Develop Projects

Decisions Before Deliverables

Define Before You Design

We establish the project objectives, boundaries, capacity and principal requirements before unnecessary engineering detail is developed. This keeps early expenditure focused on the decisions that materially influence project viability.

Compare Before You Commit

Technology, configuration, site and execution alternatives are evaluated while meaningful options remain available. Decisions are considered against technical performance, cost, schedule, constructability and future operating requirements.

Develop with Market Reality

Equipment availability, supplier capability, procurement conditions, logistics and construction resources are considered during development so the project is based on conditions that can realistically support execution.

Reduce Uncertainty Progressively

Project definition increases stage by stage. Technical, commercial and execution uncertainties are identified, evaluated and progressively resolved so major investment decisions can be made against a stronger and more transparent project basis.

Connection to Project Finance

Develop the Project First. Structure the Capital Around It.

A financeable project requires credible technical definition, capital requirements, schedule, contracting strategy and execution planning. Argan Int.'s Project Development capability establishes this underlying project information. Where financing support is required, the project can then progress into our separate Project & Infrastructure Finance service, where potential funding structures, ECA participation, commercial lenders, development institutions and other capital sources can be considered.

The Argan Int. Development Approach

From Project Idea to Execution Strategy

Argan Int. Group of Companies brings an EPC and infrastructure-delivery perspective to the earliest stages of project development. Our objective is not to generate studies for their own sake. It is to help clients progressively establish the technical definition, infrastructure requirements, capital basis, schedule, permitting pathway, procurement strategy and execution approach required to make informed investment decisions.

Because our wider capabilities extend into procurement, construction, operations and project finance, development decisions can be considered against what happens later in the asset lifecycle. This creates continuity between the project envisioned at the beginning and the project that must ultimately be financed, procured, constructed and operated.

Clients can engage Argan Int. for a specific development requirement or for coordinated support across multiple stages as an opportunity progresses toward investment and execution.
